ASSOCIATION OF LAND ROVER CLUBS NATIONAL RALLY

The Lincolnshire Land Rover Club are pleased to announce, that in conjunction with the Staffordshire & Shropshire Land Rover Club, we are holding the 2006 Association Of Land Lover Clubs NATIONAL RALLY. This is to be held at MANBY MOTORPLEX in Lincolnshire. This site offers some superb trialing, as well as an excellent comp safari course - with the added bonus of a vast, flat camping area!
This year's event is to be the first time that two clubs have held it together. It will also be the first national rally of The Association of Land Rover Clubs, so therefore we are going to, make this one count.
We have many fresh ideas from between both clubs; which should make this national a good one.
There is just one thing we are missing. And that is you?? This event cannot run without the backing of both our clubs members, & the membership of Staffs & Shrops. This event not only requires positive leadership but also willing & able volunteers to help out over the weekend, & even before for some matters. This might not sound like your forte but as a club we have to work together. Because of this we have allowed all club members to compete in the event. Although to do this, there are two points they must adhere to, 1, They must help out with the event in one way or another, This must be of a positive nature. ( i.e. one of the rally committee must be able to vouch for said members commitment.), 2, They must not have anything to do with the setting up of there relevant event. ( i.e. you cannot be named to help set up the trail if you intend to compete in it.).
We think that this is fair & hope you all agree with us. So in order for the event to take place please think about this and, please get in touch with one of the rally committee. In order to see where you can count, on making this year the one too remember

ALL IS NOT LOST

The guidance issued by DEFRA on 29 March telling farmers that under the terms of the Single Payment Scheme, motorsport was to become a prohibited activity, caused consternation and provoked a storm of protest. All events held on farmland were instantly at risk, and clubs all over the country found themselves facing cancellations. At just one week’s notice, and with a Bank Holiday to complicate matters, our RTV on 8 May had to be rearranged at a replacement venue, a new MSA permit obtained and the competitors, marshals and others notified by letter, e-mail or phone. I think everyone concerned deserves congratulations for the efficiency with which this was accomplished.

However all is not lost, as the wave of protest has had some effect. On Friday 13 May – not perhaps the most auspicious of days – LARA (the Land Access and Recreation Association) presented the necessary papers to the High Court in support for its application for a judicial review of the Government’s stance. Later the same day, DEFRA then issued a press release stating that it was changing its guidance to farmers. Click here to to read that press release, as you will see, motorsport has been given a reprieve at least until the end of this year.

LARA is wisely of the opinion that the legal issues at stake here require definitive clarification, and so its application for a review remains on the table. Meanwhile, we are attempting to resurrect those events which were at risk and we hope that normal service will be resumed forthwith. But keep watching this space in case of last-minute changes.

GREEN NEWS

You may be aware that DEFRA has now released the results of the consultation " Use of mechanically propelled vehicles on right of ways. The full text of Governments response can be found at www.defra.gov.uk/wildlife-countryside/cl/mpv/index.htm
Glass is still analysing the full details but have issued the following press release
Graham Turner Green Lane Officer

In a statement last month, Alun Michael the minister for Rural Affairs has set out his proposals for new legislation to control the use of mechanically propelled vehicles on unsurfaced rights of way. The Green Lane Association, While still studying the full potential of that statement would like to make the following observation.
The minister accepts "there is a place in the countryside for vehicles" and "many byways are used by motor vehicles, apparently for recreation, without any detriment to the character of the way or the enjoyment and safety of other users".
Glass believes there may be a need for more enforcement of current legislation to cover "green lane" use, and welcome the news that enforcement of existing legislation covering illegal use will be improved. The minister said "There are also places where motorised vehicles have a significant impact on other users. The impact of those who disregard limitations on their use or act in a way which is offensive to residents, farmers, and other users is considerable. Partly this is a matter of behaviour rather than strict legal demarcation. This is not helped by "macho" culture in some groups reflected in some publications and websites which encourage "mud-plugging" or driving in large convoys on green lanes. The promotion of such activities as driving in a 50 strong convoy through vulnerable lanes is not just irresponsible but is discourages other users and it provokes fresh calls for activities to be banned.
To counter the clams by anti vehicle oranisations such as the Ramblers Assocation, and GLEAM, that all vehicular use is to be banned, the Minister said "Mechanically propelled vehicles should continue to have a place in using and enjoying the rights of way network" and also " coupled with a range of management and enforcement measures will providing for motor vehicles in the countryside".
GLASS accepts the need for sustainable use, and welcome a firm and fair set of guidelines to decide the sustainability of any particular route.
Alun Michael also said " Where recreation is concerned, motor vehicles do not have to be confined to existing public rights of way. A co-ordination approach is needed to ensure that opportunities for sustainable routes to accommodate vehicular use and managed provision of sites for off road recreation are properly considered, where appropriate".
